Russian company Gazprom, which controls Moldovagaz, is postponing the implementation of the Energy Package III, which provides for the separation of gas supplies. The government has approved amendments to the legislation that oblige Gazprom to implement the Energy Package III by this autumn. Moldovagaz representatives do not actually agree with the transfer of assets and implementation of Package III. In this regard, the Minister of Energy Victor Parlikov has said they cannot wait endlessly for “Gazprom” decision and suggest changing the regulatory framework in order to make a quick and smooth transition from September 10. If Gazprom fails to submit the necessary certification documents in time, Moldova is ready to start implementing the Energy Package on its own.
The minister also said that if Gazprom refuses to transfer the assets, Moldovatransgas will be appointed an independent operator, which will conclude a lease agreement. This independent operator, appointed by ANRE (National Energy Regulatory Agency), will perform the duties of system operator.
Previously, Moldovagaz reported that it could not submit all necessary documents to complete the process of spin-off and certification of the gas transportation company Moldovatransgas in accordance with the independent transport operator (OTI) model approved earlier. The company notes that there is no consensus among shareholders.
The separation of “Moldovatransgas” is delayed. Previously, the management of Moldovagaz stated that, in the gas sector, Moldova failed to comply even with the provisions of the Energy Package II.
In the main stake of Moldovagaz, 50% is owned by Gazprom, 35.33% by the Public Property Agency, 13.44% by the Property Management Committee of Transnistria and 1.23% by natural persons and legal entities.
