Medical birth certificates will no longer be issued in paper form, according to a proposed bill. They will only be provided in electronic format, with the option to print out on paper if necessary. Electronic birth records will also be stored in a central database, with the option to retrieve them.
It is proposed to simplify the birth registration process by eliminating the need to provide a large number of documents. Instead, information will be checked in specialized information systems.
An important change will be the abandonment of the principle of territoriality in birth registration. This means that registration will be possible at any authorized body, regardless of the place of birth or residence of the parents.
Electronic birth registration will be based on the birth declaration, which can be submitted in person or online. It will also be possible to use electronic or paper medical birth certificates issued by medical institutions or court decisions establishing the fact of birth.
