The members of the Commission for Public Administration and Regional Development approved the report on a draft law that would amend some regulations. According to the proposal, leave days that employees have not used within two years will be considered as missed leave days. The employer will be required to notify the employee of the accrued leave days and when they are to be used. Unused leave days prior to the introduction of the law can be used until 31 December 2029.
The law also introduces changes to the civil service system. The position of the head of an administrative body will become a position of public dignity, and the position of deputy head will be renamed to a higher position of public administration.
To make the civil service more attractive, it is proposed to create a reserve corps of civil servants. This will allow former civil servants to return to the civil service without having to compete. Also included in the reserve corps will be graduates of paid internship programmes in the civil service who have successfully completed the internship and received high marks.
The probationary period for a novice civil servant will be reduced from six to three months, and its extension by three months will be possible only by decision of the head of the unit.
The draft law also provides for the creation of new posts in the apparatuses of state bodies, such as the office of the secretary-general of the Moldovan President’s Office and other bodies.
The draft law, elaborated by the State Chancellery, will be presented at the first reading at the parliament’s plenary session.
